Following the devastating July 2025 Hill Country floods, Texas enacted SB 3, requiring municipalities and counties in 30 identified counties to install, maintain, and operate outdoor warning siren systems in flash flood-prone areas. ATI Systems’ technology is available through this DIR cooperative contract to help eligible communities meet SB 3 requirements quickly and cost-effectively.

Texas Government Code §2157.068: Texas state agencies are required to purchase commodity items through DIR contracts unless a written exemption is obtained. Institutions of higher education are exempt. This contract is available to all eligible customers statewide.

The Texas Water Development Board’s FEWS Guidance Document identifies four stages for developing an effective Flood Early Warning System. ATI Systems provides products and services that address every stage of this lifecycle.

TWDB Flash Flood Warning Siren Guide (January 2026): SB 3 requires all outdoor warning siren systems to include backup power, regular functionality testing, and integrate all components essential to system function. ATI systems are engineered to meet these specifications, including solar backup power options and remote self-test capabilities.
Texas SB 3 (signed September 5, 2025) requires municipalities and counties in designated flash flood-prone areas to install outdoor warning siren systems meeting TWDB best management practices. Here is how ATI Systems addresses each core requirement:
TWDB’s Flash Flood Warning Siren Guide requires all systems to include a backup power source to maintain full operability during the power outages most likely to accompany severe flooding events.
ATI Solution: Next-Gen HPSS units include battery backup providing >7 days standby and 60 minutes of continuous full-power activation without AC power. Batteries are trickle charged with AC power or solar panel.
TWDB FEWS guidance requires data collection components including water level sensors, rain gauges, and stream gauges as essential elements of the warning system. Per SB 5, flood gauges and all components essential to system function are eligible for grant funding.
ATI Solution: MassAlert® integrates with radar water level sensors, rain gauge sensors, and pressure transducers. Sensor threshold events automatically trigger siren activation — providing real-time, data-driven flood alerts without manual intervention. Compatible with ALERT/ALERT2 protocol networks and third-party sensor platforms.
Effective FEWS require both operator-initiated activation for known events and automated activation when sensor thresholds are reached — particularly for flash floods that develop faster than personnel can respond.
Systems must support reliable remote activation and monitoring, particularly for rural Hill Country locations with limited infrastructure, variable cellular coverage, and potential power outages during flood events.
TWDB best management practices require outdoor warning siren systems to be regularly tested for functionality and to generate records of test results to ensure readiness when a flood event occurs.
Effective FEWS must coordinate with the National Weather Service for flood alerts. TWDB guidance strongly encourages NWS collaboration. SB 3 systems must be capable of responding to official weather warnings for designated flash flood-prone areas.
TWDB guidance requires O&M budgets at 10–15% of initial costs annually, with equipment engineered for 10–15+ year lifespans, documented maintenance schedules, and qualified support staff familiar with system components.
Senate Bill 5 appropriated $50 million from Texas’s Economic Stabilization Fund for outdoor warning siren grants, administered by the Texas Water Development Board. Each eligible county may receive up to $1–$1.25 million. All invoices must be submitted by August 1, 2027.
